Claim: You are penalized if words in the Keywords tag are not in the text.

Status: False.

Supposedly, you might be penalized if the keywords tag lists words that are not in the text of your article. That is probably false. The keywords tag is evidently intended to be used precisely so that you can list by hand classifications and words that might not be in the text and help the search engine classify your page. Examples include misspellings and synonyms. What is apparently true: Google ignores the keyword tag or just counts it as text.
